Township families, recently urbanised communities, and children in estates far from swimming facilities all represent gaps in participation. The cost of private lessons excludes many, yet swimming remains non-negotiable as a safety skill in a coastal city. Community-based swimming programmes matter here more than in inland provinces because the consequences of non-participation are immediate and literal. ZVYC operates within this reality, understanding that accessible instruction isn't a luxury but a public health responsibility in Cape Town.
